I'm pretty sure that IBM doesn't send out just a LIC CD when they send out
a M5 release. I believe they also send out a refresh of B####01 and
B####02. That might be your issue. You're loading from a tape without
the refreshed B stuff. Wait, I don't think you've gotten even that far.
You got it simply when installing LIC from the tape.
I think you either have to open a pmr with IBM and just accept it (since
you found a work around). If they were to fix it they could not fix it
with a PTF (since you didn't even get to the point of loading a PTF). They
would have to issue a refresh of the V5R4M5 CD (and they have done so in
the past). You may see something on the CD like RSA or RSB. I think that
stands for something like ReSpin A. Some versions I've seen RSE.
