Actually, I think it is on the CL program. I got this when compiling the
CL, not when compiling the CMD. It was shown on the listing at the end of
a rather long PARM statement right at the start.

Anyway, compiling to a different target OS level cleared it up.

It means that a single parameter has too many elements. When you create
a command, you can specify MIN and MAX for the number of elements in a
given parameter. One of yours is exceeding the MAX.
