I can't help with that, but I found this defination of WEEK_ISO:

Returns the week of the year of the argument as an integer value in the
range 1-53. The week starts with Monday and always includes 7 days. Week
1 is the first week of the year to contain a Thursday, which is
equivalent to the first week containing January 4. It is therefore
possible to have up to 3 days at the beginning of a year appear in the
last week of the previous year. Conversely, up to 3 days at the end of a
year may appear in the first week of the next year.

From my reading, the week under consideration from the calendar had
2008-12-29 as a Monday. The Thursday of that same week was 2009-01-01.
Therefore, according to the second & third sentence, this was Week 1.
Had 2008-12-29 been a Tuesday, then this would have been week 53.
