Unless you restrict the PCs so that the local user does not have administrative rights to their own PC, there's nothing to stop them from linking directly to the IFS directory with ODBC and downloading the whole package. Or just swapping CDs with someone else and loading the less-restrictive version.

You'll have to restrict access to the base copy of Client Access in the IFS at a minimum, and creating your subsets with access limited by user.
