Thanks. I got another response off-list about this, too. As I told him, I honestly never paid much attention to the Help text for Save 21, just the system values, and made a logical (and apparently erroneous) jump that the QCTL subsystem had to be running since that, I thought, was part of the definition of "restricted state."

I appreciate the clarification and everyone's patience.

I think when the system is in a restricted state, the controlling subsystem
is 'technically' not running. Even though the job at the console is in that
subsystem. When doing restricted state backups here, manual or BRMS, what
happens at the end to fire everything up is STRSBS of the controlling
subsystem.
