There should be a difference as the POWER5 chip does have some power
management functionality.

I couldn't find any IBM documention on the TDP of the POWER chips, but one
website estimated POWER5 at 170 watts.

In addition, while it takes energy to spin the disks, also consider power
required to move the heads.

I would expect a different of up to a couple of hundred watts between
restricted state and a busy state for a single CPU system.
