I have now found (thank you Vern) that I just needed to press F3 to remove
the message from my display, and continue the IPL. Things are slow, but I
have gotten on the system and am deleting spool files, Journal receivers,
etc...

That looks more like a front-panel message.

First step, try a full-manual IPL, and when it asks if you want to clear
all output queues, DO IT. (No spool file is worth anything if you can't
get at it!) Ditto for all message queues and all job queues.
