Vinay is right.

You cannot put ?CALL in a CL, but you can do it from the command line.

If you make ?CALL the command that is behind a menu option, it works fine.

Unfortunately ? cannot be used with CALL command (there is a list of
commands on which ? cannot be used.

In the menu you are creating, try putting a ?CALL instead of calling the
program which has ?CALL.
