User wants report on specific day of the week. Currently every Tuesday, now
wants alternate Tuesdays. But will settle for 2 and 4th Tuesday. Program
looks at accounts for a larger period than a week. Weekly is overkill. But,
this is a changed requirement from the initial weekly run.
