In the pre exit point days IBM added a network attribute or some such
thing to regulate file downloads. This gal wrote a program for it. The
performance was so bad that we had to strip it out. She no longer works
here.
We had the brilliant idea that we would only allow the download of one
file from one library. Took the users about an hour to figure out that it
was a temporary file and they could easily use Query to output any file
they wanted to over that file and then download anything they wanted.
