All of the SYS* libraries pertain to SQL catalogues. This one may be a place
holder for some future functionality, or simply a place holder for a similar
catalogue on another RDBMS. These kinds of place holders help a great deal
when porting SQL based applications from another RDBMS to DB2 for i.
In particular, if a similar catalogue exists on other flavors of DB2, it
really ought to exist in DB2 for i as well. Vendors expect all DB2 flavors
to behave identically (and they nearly do, but it's a continuous chase).

In fact, don't be surprised to see SQL syntax that doesn't make sense
whatsoever on the IBM i, and most likely does absolutely nothing from the
functional perspective, yet it's there. This again is intended to ease the
ports from other platforms, where that syntax was required.

If you really want to know what these catalogue could be used for, I bet
you'll find them described in DB2 LUW reference manuals.
