As a stop gap measure, we are using Google's custom search engine service.

After looking for a good 6 months for a tool that wasn't too expensive and
wasn't too complex (need to start slow with people that don't have lots of
PM background) we settled on activeCollab.

$300 IIRC, runs on linux and can be installed locally. Not perfect, but
close enough and simple enough for our needs. At that price not a huge
mistake. They offer a free month-demo hosted, so you can try it out and not
loose your effort if you buy and install internally.
