Is there any way to remove a licensed user to free up that license?

I am trying to "suppress" the CPF9E71 message we are getting in one LPAR
for this product. Why we do not get it in our production LPAR (other than
it has these registered users) I am not sure.

Maybe I should remove the product since we do not use it and the "grace
period" has expired?
