Could you use the initial program entry of the user profile? Hook a program
there. program could then read a database file to detemine if access should be
allowed. If not, send a mesage to QSYSOPR and just signoff the job.

If initial program is already being used, replace it with the above program, and
if access is permitted, call the original program that was in the user profile,
but is now in the database file.
