Our help center does the promotion, therefore we have a group profile
called HELPCENTER.
Here is what I am showing as the authority for the MWIPROD profile.

MWIPROD needs authority to everything that it has to move.
If you set it up with Password *NONE & QSECOFR authority, nobody can
sign on with the profile.
Now, auditors still may not like this, but MWIPROD certainly needs
sufficient authority to promote.
