Assuming you already have a foreign key constraint between a child and
parent table on the IID field, simple restriction would be to alter the
child table as:

ALTER TABLE childTable ADD CONSTRAINT myIidCheck CHECK (IID <> 'IM' )

If on the other hand a foreign key is on some other field, this won't work
as you need it to and trigger is your best bet.
