Working as designed. Page 11 of the Rexx Programmer's Guide explains
the behaviour.

Use the PARSE statement to extract. Chapter 6 in the Rexx
Programmer's Guide has more information than you probably care about.
Chapter 9 in the CL Programming manual has information on processing
command parameters.
