One possible method would be to create logical files over the physical file. All fields included, but each logical file would select/omit to include just the records for one branch. You would have to use a selection program of some type to OVRPF each user's job to the logical file for that location.

Other than that, you'd have to put logic in each program that accesses the file to select records based on the user profile.
