I see "During the startup of a partition, a system firmware error occurred when the partition memory was being initialized; the startup will not continue."

I wouldn't think the firmware would be an issue given the circumstances. I wasn't certain from the details you provided - it's a little hard to read - but is it possible there's not enough free RAM for the LPAR to start up?

I am creating a new guested lpar. This is an i lpar hosted by another i
lpar. The hosting lpar is running 6.1. Haven't got the ability to load
lic on the guested lpar yet. This would be my third guested lpar. Two
were done on one M25. This is the first one on this M25.
Getting this error if I try to start the lpar from the hmc or from the
guesting lpar.

GDWEB2 is the guest. MAILTWO is the host.
