Maybe. We implemented password complexity here a few months ago. Had
one user that couldn't map to QDLS once he changed his password after
the new rules. Since the iSeries password field is not case sensitive,
the new rules should have had no affect, but somehow it did. Had to
change his login script to have the drive connect via another profile.

I don't know about QDLS specifically, but you may want to open a PMR. I had a password case issue with NetServer that IBM was able to fix. I don't remember what they had me do, though.
