This command source compiles for me (haven't written the command processing
program for it to test it):

SPCVAL((*CURRENT 000100))
PARM KWD(MYTIME) +
TYPE(*TIME) +
DFT(*CURRENT) +
SPCVAL((*CURRENT 999999))

That doesn't appear to work.
The command won't compile. I've seen two different errors depending
on what I try. CPD0271 - Special value not valid or CPD0257 - value
not a valid date.
I'm having the same problem on a time parameter, but with that one
I've only ever seen CPD0271.
