On older V5R2 and previous systems, you can modify the data area QESTELE
for the phone numbers.  Each number uses 50 positions.  Now if you have
to dial 9 to get out first, pre-append with 9: (colon).

One of my older systems is set as:

I don't think the system uses that because our phone number is listed
there.
