The process using CPYFRMSTMF has been in place for several months and no
changes were made when going to 6.1. The Memo to Users 6.1 does mention
changes but they did not seems specific to my situation.
The option on the CPYFRMSTMF has always been *REPLACE. Thanks.

Are we sure that the CPYFRMSTMF changed with the OS upgrade, or did the
processing also change?
Meaning did you change the logic from deleting the file and rebuilding it
prior to the CPYFRMSTMF to simply changing the MBROPT parameter on the
CPYFRMSTMF to *REPLACE?
