One way is to populate the test files with a 'matched set' of data-- one place I worked we had a "Grab Order" command to copy an order from the Live Open Order file to the Test Open Order file. The order (all of its pieces) was copied. Then the customer master record(s) for the customer that was on the order. Then all of the part master and product structure records for items on the open order. And so on.

This let us populate all of the pieces to test why a particular order failed. This method could be expanded to other files.

The 'advantage' of this method is that you pick up just the records you need to test a particular problem.

Of course, you will probably need larger chunks of data for some files; and programmers will claim to need -all- records to get a 'true' test. (:
