RmslLockMiObject is the "Resource Management Lock MI Object" processing for the LOCK MI instruction.

The error occurs during an ADDPFM [or possibly ADDLFM] request. The system program QDBCRTME is "Database Create Member" processing. The error message MCH5802 would be followed by a CPF3202 "File in use" or similar message; also as an Escape message. The MCH5802, since it was not /moved/ will remain\appear as an Escape, but it is effectively a diagnostic condition, whereby the CPF32xx message is the message that the programmer would be interested in as the message sent to their program.

If the problem is solid, that means there is 30 seconds available to collect WRKJOB OPTION(*JOBLCK) to see what is locks are being waited on, WRKJOB OPTION(*PGMSTK) to see what the program stack is, and the *FILE name against which to perform within that 30 seconds:
WRKOBJLCK TheLib/TheFile *FILE MBR(*ALL)
