in general, how can I use the AMM to test VIOS for signs of life?

You can't. But you can try to connect to the SOL console, maybe VIOS
is configured to use the serial port on the console

just type

console -T blade[x]

where x is the blade number of your POWER blade in the AMM
commandline. Then, restart the blade. You should be able to see more
this way.

You can also clear blade NVRAM information (full reset) through the
AMM, but i'm not sure what that exactly does. Can't hurt to try, it's
not like you'll lose much.

I guess I can figure out how to reinstall VIOS,

Insert the CD and reboot the blade ;)

Assuming I have an IVM connection, how to restart the i5/OS install?

Shut down the partition hard. Let it IPL from CD. You could also copy
the CD images to VIOS and then install directly from virtual images
through VIOS (that's what i did). This way, you can exclude media
errors or flaky USB cdroms from the equation.

Delete the partition maybe?

Not necessary.
