I believe your library list is coming from the JOBD specified in the
newly added job. I believe the default is *usrprf.

Wow, been using the Job Scheduler (ADDJOBSCDE) for years - never thought I
would run into this issue.

For some reason, the library list under which a newly added job is running
is just a "bare" library list - none of the libraries I need are in it.

I'm not sure what I did different when adding this particular job, and I do
not know how to fix it.
