Any ideas on how to cut the noise level of the BCS? I have the system

drives, can some of the fans be pulled or turned off?

No.

are there low cost enclosures that servers can be placed in to wall
off the noise? What I saw in a web search was too expensive at $3000.

IBM offers an "Office Enablement Kit", which consists of a Small Rack,
i think 12 U or some such. I have one of these, and it makes the unit
a lot less noisy.

You can also enable "Acoustic Control" in the AMM, but i think that
only applies to situation with high power demand, and won't help you.
