I would prefer to cable the AMM into the same router as my PC. Then
set the IP addr of the PC permanently to 192.168.70.101 so that it can
access the web and the AMM without having to switch cabling and IP
addresses.

Why? If you restart the AMM, it will get an IP-Adress through DHCP.
You can either use a Pin-Hole reset or just power the whole chassis
off and on again. At the time of boot up, a DHCP Server must be
reachable by the AMM.

You can then give the AMM a static IP-Adress in your routers address range.

I have ordered a LINKSYS router in the hope another router will do
what I need it to do.

No need.

Is what I am trying to do doable? Both accessing the AMM thru my
router and using an IP address on my PC which is outside the DHCP
range of the router.

I think you're just using the wrong approach - reconfigure the AMM
instead of reconfiguring your PC or LAN.

That's the right way to do this - reconfiguring the LAN isn't an
option in a big company just because you have bought a Blade Center.
