Turns out, as I said earlier, the problem was in my command processing program. It was using OVRSCOPE(*ACTGRPDFN), which is the default. Since OCL runs in the default activation group, this equates to the same as *CALLLVL and, since my CPP is called, that's another level. When I changed it to *JOB it worked fine.
