Not sure rather to laugh, cry, or help...

So I'll do all three...

An LCD screen has a single native resolution. Any other "supported" resolutions are interpolated from
the native resolution. Often resulting in a poor quality picture.

It wouldn't surprise me for an LCD monitor to not support 640x480.

I'd say go back to a CRT.

If you really want an LCD, try using an LCD TV; which would support such a low resolution.

You can find LCD TVs with VGA connectors on them.
