I am not aware of MULIC and\or FULIC requirements. Searching either with V4R4 might assist; e.g.

However assuming nobody having V4R4 from which they offer a SAVF with a replacement for the damaged object, then also assuming the object is unneeded on that system [whatever requires the object should surely be failing with an mch16xx], then to effect a complete save you could replace that service program with another which is not damaged. Of course the save system would not be truly /valid/ irrespective of its completeness, in the sense of functional, but it would enable the SAVSYS to complete without error. If that service program is referenced during an install [from that media] however, it would require a valid SAVSYS or original media to recover [to install from] anyhow.

FWiW I recall that [component] TQ identifies the internationalization software, so activity involving national language and CCSID might be affected. During an install the database inquires of that component [not necessarily of that service program QTQIINIT, but very possibly] to initialize the national language CCSID and associate DBCS CCSID.

Since a move to any supported release on a i515 is going to require data migration, it makes the much sense to pursue that stat, and just be done with the old hdw & sfw.
