Have you tried using a SET statement to control transaction isolation level instead of WITH NC?
For example:

EXECSQL 'SET TRANSACTION ISOLATION LEVEL NO COMMIT'
EXECSQL 'PREPARE inselect FROM :inselect'
EXECSQL 'DECLARE incursor SCROLL CURSOR FOR inselect'
