You could certainly write a program that would use the POP3 or IMAP protocol to retrieve an attachment from your mailserver. There are probably even tools available for IBM i which would help you out.

However, it seems to me that you'd be far better off with your initial plan if you can find some way to make it work. The mail solution adds quite a bit of complexity to the process (needlessly IMHO).
