Charles, I'd do some testing on that before I believe the documentation.
Looking at the V6R1 provider, the value of the iDB2QuueryOptimizeGoal is
passed through to the MPConnection internal connection, and then down to
the CwbDc.Connect() method. And different values are passed depending on
that enum:

Unfortunately when you pass to the CwbDc functions you're leaving
managed code -- no, the "managed" provider is not pure :( -- so I can't
follow it to well from there. I can tell that CWBDC.DLL does depend on
CWBCore.dll as does the ODBC driver, and CWBCore does expose several
connection related methods so my guess is they both eventually use the
same connection logic.
