Not sure if that was directed toward Brad or me, but I was using Scott
Klement's socket tutorial as a basis for my answer.

I lean toward more general purpose utilities. I've uploaded a quick
ditty called CHKTCPPRT (check TCP port), which simply tries to connect
to a specified IP address and port. It just DSPLYs the results; modify
to suit.

Seems to me if you're already on the iSeries, you could just use
WRKACTJOB
SBS(QHTTPSVR) to see if it's up or not.

Be a lot easier than downloading, installing and learning a new piece of
software.

Easiest way is to try to connect to the port (usually 80 for HTTP
traffic).
