The system value QCTLSBSD [Controlling Subsystem] defines the
subsystem that is started automatically, and the Autostart Job Entry
[AJE; see DSPSBSD of the controlling subsystem] of that *SBSD object
defines the information [QWDAJPGM] which references the system value
QSTRUPPGM [Startup Program]. That startup program would typically issue
the STRSBS requests to start other subsystems. This sequence does not
transpire if the /restart in restricted/ option is used; presumably that
exists in v4r5m0; see PWRDWNSYS and press F9=Show_all to review for an
IPL attributes feature activated by CHGIPLA where IIRC that option is
defined.
Is it the controlling subsystem that does not start, or the other
subsystems? What does WRKACTJOB show after the IPL?
