This has been true forever Paul - the previous release compiler
support is achieved by shipping a copy of the old compiler. So when
you specify an earlier release the command processor actually changes
the library etc. and calls the old compiler.
So you have never been able to get new functions on old releases
unless (as has happened a couple of times with RPG recently) they are
PTF'd into the old compiler as well as being added to the new one.
