The API finder is your friend:

I searched for list locks.

List object locks API:
http://publib.boulder.ibm.com/infocenter/iseries/v5r4/topic/apis/qwclobjl.htm

Looks like a user space is needed, so you could use the user space APIs to
create and walk through.

CL, RPG, or REXX should be able to call the API.
