Took a look at the CPRDATA MI instruction - it is available as a C function, so can be called from RPGLE or CL that handles pointers. Has 2 compression algorithms - TERSE and LZ1 - the algorithm is stored in the compressed data, as well as other pertinent information. So the DCPDATA checks that info to see what it should do. It'll be interesting to see if the OP can use this.

BTW, speaking of compression - one can use the jar command (in QShell, at least) with a flag to suppress the creation of a manifest file, to get a PKZIP-compatible result.

it in a standard, like WinZip, then you should be able to easily unzip it
directly on your i with numerous options available.

Did you try WinZip on it to unzip it yet?
