profiles.

This was a clean install of iSeries Access done around the beginning
of the year.

The behaviour of iSeries Access varies, and i wasn't able to exactly
pinpoint when it behaves which way.

Here are my assumptions:

iSeries Access first tries writing to %ProgramFiles%\IBM\Client
Access\Emulator\Private. If that works, it will use that path.
