Check the joblog to be sure on the locks.

Run RTVDIRINF and PRTDIRINF and compare.

If there truly is no usage, then drop the wait time down to 2 seconds. My
thought is that if someone isn't in and out of an IFS file in 2 seconds
then the odds are slim that they'll release the lock in 2 minutes.
