I use ESEND, but no AFP.
As a SWAG, have you tried PAGESIZE(*KEEP)? That's supposed to retain
the spool file size in the PDF document.

I have contacted help systems support and I have not had much luck with them. I'm starting
doubt the command supports AFP properly.
