The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.
As a stop gap measure, we are using Google's custom search engine service.

I think you are right that the other objects should show you the access. I
was thinking of adopted authority but I think you have that covered with
the auditing on the modifiable objects.
Now, if someone changes a program you should probably log that. Maybe
*CHANGE.
