What kind of upgrade did you do? I can't think of why one would start
restoring certain IBM supplied libraries from one machine and not the
whole machine.

Granted there are those who try to migrate from an old box to a new box
without upgrading the OS on the old box and then start picking parts and
pieces. Some of them are successful but I am amazed at the amount of
effort they put into it instead of just upgrading the OS on the box and
then do a supported unload/reload. (Appendix D of the Backup and
Recovery Guide - done it so many times I almost have the page number
memorized.)

I am thinking that you are starting to get into enough of a mess that I'd
call IBM. In fact, I would have called IBM before I tried restoring any
IBM library, or set of IBM libraries, individually.
