It sounds like the server host keys have not been created yet. See the "To
run the sshd daemon on i5/OS" section here:
http://www-03.ibm.com/servers/enable/site/porting/tools/openssh.html

For what it's worth, you only need to start sshd if you want to connect
*into* the system. You do not need to start sshd to connect *from* the
system to some other server.
