It is left over from the old days.

Even if you do have a key over the physical file, there is nothing
stopping you from reading it end to end without the key. You should get
the same performance.

If you had a key over the physical, just think how easy it would be to
change your reorg's to use
RGZPFM FILE(MYFILE) KEYFILE(*FILE)
Thus, not only purging out deleted records, but also physically sorting
the file in key order. Therefore drastically increasing the speed of
that.
Granted, there are those few obscure files you do not want to reorg
(arrival sequence EDI files come to mind) but in general...
If you feel real gutsy you could even do a CHGCMDDFT on RGZPFM.
