The single quotes are added by the WRKENVVAR command. I originally have none but they are stored as single quoted strings.

For example when I use the WRKENVVAR command I see this:

Work with Environment Vars (*JOB) Type options, press Enter. 1=Add 2=Change 4=Remove 5=Display details 6=Print Opt Name Value _WX_GEN_NAMES ''
ICU_DATA '/QIBM/ProdData/OS400/icu/data'
JAVA_HOME '/QIBM/ProdData/Java400/jdk15/'
CLASSPATH '$MY_HOME/lib/myjar.jar'
MY_HOME '/MyHomeFolder'
All of the values have single quotes
