Do I have to set up the digital certificate on the iSeries to
connect securely to the sequel site?

Yes. You'll need DCM, DG1 and if you're running V5R3 5722-AC3 (to
enable encryption). You'll also need to import the appropriate signing
certificate of the remote server. This may be a CA certificate of an
internal or external CA, or the FTP certificate itself if it uses a
self signing certificate.

I've written about this before:
http://projectdream.org/wordpress/2007/03/08/using-the-i5os-ftp-client-with-self-signed-certificates-doesnt-work/

Don't get irritated by the title - it will work in the most common
circumstances, and you will have some step by step instructions.

The official documentation is here:

http://publib.boulder.ibm.com/infocenter/iseries/v5r4/index.jsp?topic=/rzahu/rzahurazhudigitalcertmngmnt.htm

or can I get my secure session by using just the *ssl and *secure
options on the FTP command?

You'll need to do this too.

I've tried the STRTCPFTP command but get an error -95 and
have not found this code in books or searches yet.

You can hover over the message and press F1 to get a detailled
explanation. I THINK this is because you're missing AC3. Not sure
though.
