I disagree.

It'd be easy enough to add a wrapper program if you ever needed external access to the functionality.

Just put the routine in a service program.

Well, if there's any possibility of it ever being needed from some
program that (for whatever reason) HAS to be OPM, or of there ever being
a need to use it directly from a command line, then option C would make
these possibilities a lot easier to deal with.

Option B has the advantage of comparative simplicity, but if your
function is big, and called by a lot of programs, then it's also going
to be the bulkiest of the three options.

Really, it depends on the circumstances.
